In continuation of my Sceret Despatch of the 13 Jeptember 1905 I have the honom to Enclose for your information and 20cord a paraphrase of further telquphic correspondcum with, yourself, HBM. Minister at Piking, and A BM Consul Genual, and Vice Courel, að Haukon on the subject of the loan by Hong Kong, from today's date of £1,100,000 to the Viceroy of bouchong for the redemption of the Canton Hankow Railway.
2. The correspondena now forwarded deals coikt (1) in Felegramis (XCII. XCII) the form of cecsipt for £700,000 of the loan to be given by the Chuitse Muniste S New York, (2) in Peligrams (CI, CO,CM, Ca ACVII) with an alteration in the proposed allotment of the sum of £1,100000
c) between that Sanister and thu HongKong and Shanghai Banking Corporation and (3) in the remaining telegrams with a proposal of the Vicnoy's the the amount of the loan should be uncreased by £150,000
3. with regard to (1) ik sioined to me sufficient of the receipt furnished by the Chincze Minister at New York definitely connected ith payment to him with the apcemand undu which it was mede, 4. With regard to (2) it was is obviously undesirable to alter the pagmaits provided for
in the agreement with ond
food reason afriqued for such altuation thes & did not Huit it "wath while troubling you with a communication in the metîor.
5. The reason for (3) appears to have been misconceived GM Swage the Vice Cousal as Hankow, who has apparently been acting for the Cousal general in Advaseis absence down the River. The proposed further loan of £250,000 or £100,000, (it is not clear from Mt Savages telegram of zld October [XCX) which is the correct amound) would seem to be required not to buy out outstandung Belgian Shareholders as stated in that relipam and repcated un mine to you of the following day (XCIX) but, to be as stated in Mit Fraser Felegans of the 5th (CX) for payments due on compous of bouds already Sold by the Railway Company. At any rate it is clear that the Chine Governmad is hot cu had of immidiate further akuistanu in connection with the Canton Hankow railway redempti'ou and Jam glad that you accepted ai you
telycam An 5th (CTV) an view Expreped in mine of the 4th (IX) this the matter of a further loan should, if such ban is required, be dealt with later in a separats.
